Manunggal Raharja is a public-facing web portal developed by the Yogyakarta Provincial Social Affairs Office (Dinas Sosial DIY) to give citizens direct access to services related to the Integrated Social Welfare Database (DTKS).

The portal is built around a single commitment: making poverty and social aid data transparent, inclusive, and actionable for everyone.

The Problem

Poverty data collection and social aid distribution in Indonesia have long faced recurring challenges:

  • inaccurate beneficiary records — eligible residents not registered, ineligible ones included
  • citizens unaware of their own registration status
  • no accessible channel to report data errors
  • limited public participation in keeping data current

Manunggal Raharja was built to address these problems directly — not just as a display layer, but as a participation tool.


What the System Does

Fully Open, No Login Required

The portal is designed entirely for the general public. Any citizen of DIY can access all services without registering an account or signing in. It works on any device and covers all five administrative regions of Yogyakarta Province:

  • Kota Yogyakarta
  • Kabupaten Bantul
  • Kabupaten Sleman
  • Kabupaten Kulon Progo
  • Kabupaten Gunungkidul

Coverage extends down to sub-district (kecamatan) and village (kelurahan) level.


Core Services

Poverty Status Check

Citizens can check whether they or their family are registered in DTKS, along with their welfare category — using only their National ID Number (NIK) or Family Card Number (KK).

Self-Registration for DTKS

Residents who believe they qualify but are not yet registered can submit an application through a structured digital form covering:

  • personal data
  • socioeconomic conditions
  • household living conditions
  • asset ownership

Application Status Tracking

After submitting a registration, citizens can monitor their application progress in real time using the registration number issued at submission.

Social Aid Error Reporting

A formal channel for citizens to report suspected inaccuracies in social aid recipient data in their community — giving the public a direct role in improving data quality.


Security & Data Integrity

The portal implements several layers of protection:

  • Google reCAPTCHA — on every form submission to prevent automated abuse
  • Client-side validation — strict format checks for NIK, KK numbers, and Indonesian phone numbers before data is sent
  • Submission rate limiting — prevents repeated form submissions within a short window to guard against misuse

Impact

For citizens:

  • transparency over poverty registry data that was previously inaccessible
  • a direct path to register or update their status
  • an official channel to flag errors without going through bureaucratic barriers

For government:

  • continuous community-sourced feedback for improving DTKS accuracy
  • better-targeted aid distribution based on more reliable data
